What is Construction Products Regulation (CPR)?

CPR - EU Regulation No. 305/2011 was passed on March 9, 2011 by the European Commission that replaced Construction Products Directive -89/106/EEC. The rules laid down under this new regulation are meant to harmonise technical specifications (i.e. product standards) for marketing construction products in the European Union. The rules under this regulation are accepted by all member states of the European Union and by the regulatory authorities, manufacturers, distributors, contractors and end users. CPR covers each and every construction product including optical fibre cables that are permanently used in civil engineering works or buildings in Europe. CPR-compliant products must be CE marked and must possess Declaration of Performance.

What is CE mark and how it would assist our clients in the EU?

  • Through CE marking a manufacturer assure that the performance of construction product is same as the performance declared in the Declaration of Performance (DoP).
  • As per EN 50575 which is a harmonised European Standard encompassing reaction to fire requirements for power, control and communication cables in building or construction works, CE marking is affixed regardless of the level of performances declared by the manufacturer.
  • It is not only affixed on the cable but also on the label attached to the drums, boxes and coils.
  • CE marking along with DoP assists customers and final users to evaluate the performance of a construction product/s with respect to other construction product/s of similar category.

What are Euroclasses and additional criteria?

  • It is a system of classification of performances, where cables are classified into one of 7 classes namely A, B1, B2, C, D, E and F under CPR, with A having highest performance and F having lowest performance.

What is Declaration of Performance (DoP)?

  • It shows the performance of construction products, including cables, with respect to the essential characteristics of those products. Manufacturer, importer, distributor are legally responsible to conform their products performance as declared in DoP.
  • Product’s intended use and its essential characteristics are covered in DoP.

What are the obligations of a manufacturer?

  • Declaration of Performance (DoP) is defined as per the standardised template.
  • Establishing and keeping supporting technical documents for a period of ten years.
    Manufacturers are required to implement and audit Factory Production Control (FPC) certification and a Notified Body (NB) [It is an independent, third-party body recognised by the European Union] for AVCP certificate. Affixing CE marking that consists not only CE logo but also detailed information about the manufacturer, the product and the AVCP certificate.

What are the obligations of importer and distributor?

  • Making sure that the product bears the CE marking, DoP and associated information about the product and its manufacturer.
  • Importer, distributor become subject to the obligations of a manufacturer. When a product is placed on the market under his name.

What is the responsibility of end users?

  • While working with the project team to draw up specifications, end users should go through CPR, specifically the requirements of individual characteristics.
  • End users should review the DoP from the manufacturer.
  • Compliance with local building regulations should also be followed by end users.
